Brownfield Redevelopment:
Wallingford, WA: Former Nortar/Atco Proerty
The Northwest Regional Office of Ecology referred to the former American Tar Company/NORTAR project as "one of the fastest Prospective Purchaser Consent Decree Cleanups in our history."
SES personnel performed a Phase I and Phase II ESA at this former auto wrecking and metal recycling facility in the Interbay neighborhood of Seattle. Remedial cost estimates were prepared for use in real estate transaction decisions and negotiations. Upon transaction closure, a proposed Cleanup Action Plan was presented to Ecology and subsequently implemented. Contaminants of concern included polychlorinated biphenyls, lead concentrations in soil that represented characteristic Dangerous Waste, and assorted petroleum hydrocarbons.
